Mr. Nicholas CHAN Hiu-fung, MH, JP

Mr. Nicholas Chan is an experienced lawyer with computer science background. He is a Partner of international law firm Squire Patton Boggs with some 40 offices in four continents where he has regional responsibility. He is also the Director heading the operations of Asian-African Legal Consultative Organisation (AALCO) Hong Kong Regional Arbitration Centre.

Mr. Chan is a lawmaker and policy-setter as an elected and serving Hong Kong Deputy to the National People’s Congress of the People’s Republic of China. He serves on the Chief Executive’s Policy Unit, chairs the Innovation and Technology Venture Fund Advisory Committee, and serves as Member of the Communications Authority, the Committee on Innovation, Technology and Industry Development. He is also member of hospital governing committees for two publicly funded hospitals, Council Member of the Chinese University of Hong Kong, Court Member of the Hong Kong University of Science and Technology, board member of two university law school boards. Mr. Chan has taught law at the City University of Hong Kong, Hong Kong University, Peking University and Tsinghua University.

Mr. Chan is a Fellow of the Hong Kong Institute of Arbitrators, China-appointed Attesting Officer, and the recipient of an Honorary Fellow from the Hong Kong University of Science and Technology, and a Medal of Honour from the Government of the Hong Kong Special Administrative Region.

The Competition Ordinance and the Rules of Procedure of the Commission require that a member of the Commission, or a member of a committee of the Commission, must disclose to the Commission any interest that the member has which is of a class or description determined by the Commission. The Competition Ordinance and the Rules of Procedure also provide that the Commission is to establish and maintain a register relating to any such disclosed interests which it must make available for inspection through the Internet.

The purpose of maintaining and publishing a register of interests is not specified in the Competition Ordinance. Nonetheless, the Commission infers that the purpose is to enhance transparency and to ensure objectivity, fairness and public confidence in the decision-making of the Commission.
