Mr. Matthew LAM Kin-hong, BBS, MH, JP

Mr. Matthew Lam is the Executive Director of Lai Sun Garment (International) Limited, the Executive Deputy Chairman of Lai Fung Holdings Limited and the Executive Director of Crocodile Garments Limited. He graduated from University College London in the United Kingdom with a Bachelor of Science Degree and underwent training as a lawyer with an international law firm, Reed Smith Richards Butler. Mr. Lam is a Co-founding Partner and Managing Partner of a Hong Kong law firm, Nixon Peabody CWL and a member of the Law Society of Hong Kong, the Law Society of Singapore and the Law Society of England and Wales.

Mr. Lam has considerable experience in property development and corporate finance in Hong Kong and Mainland China. He is the Vice President of the Hong Kong Real Property Federation and a Standing Committee Member of the Chinese People’s Political Consultative Conference in Shanghai. Mr. Lam was awarded the Order of the Bronze Bauhinia Star in July 2023. He serves as an Honorary Consul of the Republic of Estonia in Hong Kong, and as a Member of the Consumer Council, the Fight Crime Committee and the Protection of Wages on Insolvency Fund Board. He is also an observer of the Independent Police Complaints Council, Chairman of the Appeal Tribunal Panel (Buildings), a Racing Steward at the Hong Kong Jockey Club and a Council Member of the Better Hong Kong Foundation.

The Competition Ordinance and the Rules of Procedure of the Commission require that a member of the Commission, or a member of a committee of the Commission, must disclose to the Commission any interest that the member has which is of a class or description determined by the Commission. The Competition Ordinance and the Rules of Procedure also provide that the Commission is to establish and maintain a register relating to any such disclosed interests which it must make available for inspection through the Internet.

The purpose of maintaining and publishing a register of interests is not specified in the Competition Ordinance. Nonetheless, the Commission infers that the purpose is to enhance transparency and to ensure objectivity, fairness and public confidence in the decision-making of the Commission.
