Dr. Gary SHIU
Executive Director (Policy & Advocacy)
Dr. Gary Shiu was appointed as the Executive Director (Policy & Advocacy) of the Competition Commission (Commission) in September 2023.
Before joining the Commission, Dr. Shiu had extensive experience in both the public and academic sectors. He served at the Office of the Communications Authority and its predecessor Office of the Telecommunications Authority (the Department) for over 12 years, where he played an important role in providing economic advice on significant regulatory and competition matters in the telecommunications and broadcasting sectors. During his tenure at the Department, he was mainly responsible for enforcing the Competition Ordinance (CO) and the competition provisions under the Telecommunications Ordinance and the Broadcasting Ordinance prior to the commencement of the CO. His last position held at the Department was Principal Regulatory Affairs Manager.
Dr. Shiu has been an Adjunct Professor in the Department of Accountancy, Economics and Finance at the Hong Kong Baptist University since September 2021.
Dr. Shiu obtained his PhD in Economics from George Mason University in the United States in 1997. He later obtained his master's degree in EU Competition Law from King's College London, United Kingdom, in 2012.
